Sucre is a white city, required by law to stay that way, set high in a valley of red hills. Colonial churches and courtyards with arcades, a constitutional capital that kept the title when the government moved, dinosaur footprints on a cliff face at a cement works outside town, and a climate that is mild all year because of the altitude.
