Monaco is a harbour full of boats with apartment towers stacked up the cliff behind and a small palace on the rock at one side. A street circuit runs through the middle of it for a few days a year, gardens hang off every terrace, and the Mediterranean sits flat and blue below. The whole country is smaller than most city parks. A rock garden of cactus hangs off the cliff face above the town. The changing of the guard happens outside the palace each morning.
